It's just too much playing around."This line from Silver (specifically in HG/SS) after the Burned Tower fight gives me the impression the Protagonist is using strategy to maneuver around Silver's power, which to me, lends credence to the idea of the Protagonist using Chikorita.
Although Chikorita is, upon a glance, the least fitting for Silver, it's comically unfortunate that he'd just grab a Poke Ball from Professor Elm without realizing what's inside and end up with it instead of a more overt powerhouse like Totodile and Cyndaquil, so to a degree, all 3 fit either character.
Personally, I still think Chikorita+Silver is the least satisfying combination.
