I don't think levels or stats or even type advantages exist in the anime. It's just cartoon animals fighting and whoever is more interesting wins.

They never reference numerical levels in the anime past the original series, which had a lot of weird shit that's been ignored since.

Any time they say a Pokemon has "leveled up" afterwards, they just mean it's gotten stronger. In the anime, Pokemon "level up" when they get stronger, not the other way around.

not really, pikachu gets a couple good hits in then starts losing, but all of the ivysaurs they're protecting hit them both with, like, 10 solar beams which weakens them to the point where pikachu's thunderbolt can overpower 2 hyper beams.

You didn't even watch the episode. The entire premise of the episode was that the students looked at battles as numbers on a screen like in the games, but were proven wrong by every actual battle in the episode. Starmie beat Weepinbell, Graveler beat Starmie, and Pikachu beat Cubone, despite the fact that all of them should have lost on paper.
