Well what exactly are the other answers? The game has a fantastic level curve for the first 4 gyms, then completely plummets and stays at a very consistent low all throughout the game until the E4, where Lance is normally almost 10 levels above you, and then the Red fight.

The problem was kanto had no scaling of the pokemon for the gyms. It’s weird cause red is way over any previous gym. Had they set it up right it could have been twice as long, but they fucked up. Also the originals had kanto basically as a gimmick, but the remakes fleshed it out a lot more.

Hey kiddo, if you're going to act like you knew what things were like back then don't use information that we didn't know at the time as proof.
When gen 3 pokemon were revealed the games themselves weren't announced and we still had another year out so off Johto's anime so no one knew a thing about no transfers or misty being replaced.
As for the designs, no one saw them as a problem. Hell, Blaziken ignited done interest among younger children when it kicked Charizard's ass given that episode saw higher ratings than most of Johto.

Every day your claims get more and more extreme. I don't know what universe you're living in but not many people gave a shit about pokemon designs or transfers in our one because the series hadn't been running for as long between gens 1 and 3 compared to gens 3 and 8.
As for designs no one really gave a shit until gen 4 and the abysmal cross gens, hence why we didn't have any until gen 8.

So the exact same reason as emerald. Or did you forget the DS was already on the horizon. Regardless it sold about on par with crystal give or take 0.10m which is reasonable for the post pokemania gen.

YELLOW SOLD 1.7M IN JAPAN (FAMITSU)
CRYSTAL SOLD 1.8M IN JAPAN (FAMITSU)

Crystal "low numbers" are speculation, and any actual point of data we have indicates high sales.
