It's a shame that in addition to missing a lot of important gameplay-affecting features, the games also lack the smaller things that made games more memorable and enjoyable. Towns and houses are barren, no interesting NPC dialogue, the battle tower being a travesty, the list goes on.

I don't think so. And this isn't a form thing; AFAIK Kanto/Galar Meowth are counted as the same Pokemon, whereas Persian is its own entry. Galar Meowth becomes something else.

I am only saying there is a lack of consistency in what is/isn't in the regional dex.

It doesn't even take effort, it's just a completely hollow nod towards older games. There's usually no reason for the character to even be there, they're just there so the player can clap when they recognize them.

Split evolutions based on regional form arte a very new thing so there's no standard in place. However, it would be very awkward to have an entry for kantonian meowth but none for persian, so might as well throw it in.
Afterall, not being native to the region didn't stop many pokemon from being included in their regional dexes.

Unfortunately, neither it nor exeggute exist in this game, so they didn't have to think it through. Although my bet would be on kantonian, just like cubone evolves into kantonian marowak on every other region that isn't Alola.

It's only there if you evolve or breed Cash the Alolan Meowth that you trade for, there's no other way to get an Alolan Persian. It's weird that it's in the "regional" dex, yes, but it has to be there because there's no other dex
