Actually, in animation there is a delicate balance in regards to proportions. Most pokemon succeed in having some anthropomorphic elements, while still seamingly belong in nature.

A few small changes can turn this Disney-Goofey mon into a balanced design, even with that pose. The head size was just my first idea.
