>>41706516Raichu if you're playing Doubles, Jolteon if you're playing singles. I'm a huge rain fag and Raichu is my favorite Pokemon. I can tell you from about 5 years of using Rain teams & Raichu that he's pretty great on them. Give him Fake Out for sure. Then take your pick between all the other support moves he has. Nuzzle, Encore, & Feint are all fantastic but it depends your team. Lightning Rod is what makes Raichu especially good for Rain teams because it allows him to protect teammates from Electric Pokemon/moves (including t-wave) and dish back respectable damage. I can give you a set if you'd like. Focus Sash is the safiest item to use but I like using Safety Goggles to provide a safe switch in against Pokemon like Amoongus.
Jolteon is better for Singles because there is no redirection & it makes a good pivot with Volt Switch. Jolteon is pretty one-dimensional though, while Raichu has more utility. I'd go with Raichu but a lot of that is my own bias.
