I like how Gamefreak keeps pumping out Pika clones with pika stats every gen, while completely forgetting that Pikachu can still evolve into a somewhat competent mon, while all of these new ones are destined to be trash.

Pikaclones are made for cuteness, not to be viable. They don't give the new ones evo precisely to avoid another Raichu scenario where the pre-evo eclipses the evo in popularity.

It can be both used advantageously by the user and taken advantage of by the opponent, and in my opinion leans more to the former. If it were on an actually competitive pokemon, it allows some extra pseudo-coverage, while opponents can switch in if they predict the attack.
