Digimon has had a variety of appealing designs since the beginning. Cute, scary, beast, machine, human, minimal and complex, etc. Whatever your tastes are as a consumer, there's digimon to appeal to you. The level of diversity is brilliant.
Pokemon has been floundering on the design front for at least a decade. Pokemon are too cute and simplistic to appeal to people who like edgier monstrous designs or "badass" stuff, and not cute enough to appeal to little girls or people who like ~super kawaii~ type creatures. This is why the art style has shifted so much and why modern pokemon are so generically "cool". They're scrambling to appeal to a pickier demographic as their main fanbase ages out of the games.
It's the same struggle the Monster Farmer/Rancher franchise went through, just on a much larger scale.
