It seems what Whiscash really needs is a great ability. Quagsire and Gastrodon have likewise poor or subpar stats but make up for it with top tier abilities and access to Recover.
Though he could definitely do with an expanded movepool too. For something that learns both Rest and Snore naturally, it seems crazy it can't learn Yawn. It also carries fairly unique electrical coverage, but it would be nice if learned something better than Spark.
