Nothing outspeeds the scarf set except another Dragapult. So in either case, revenge killing is limited to a handful of mons, none of which outspeed, and which can't switch in to specs without taking huge damage.
And this is just the special sets. Pure physical isn't even viable because Dragapult lacks a reliable physical Ghost move. In natdex, it's a terror with Ghostium Z as it OHKO's all dragons, nukes everything else and U-Turns out of fairies.
