No? She doesn't exclude Arceus making a new universe. Also she says at the start: "According to an ancient document, time, space, and antimatter, or what combined we call the world, shall be born when Arceus stands on the Mystri Stage. ", this implies that a new world will be born after Dialga, Palkia and Giratina hatches from their eggs.
