Countering hazards requires a single moveslot on a single Pokemon for either Rapid Spin or Defog, and some teams may not even need a counter to hazards at all. But you can't counter evasion with just a single moveslot,. Aerial Ace (and similar low power, perfect accuracy moves) will never miss, but it's not going to do shit to anything other than Breloom or another 4x weak Pokemon. Phazing is countered by Magic Bounce, Haze only works if whatever Pokemon you're switching in to haze the enemy can actually take attacks, IE switching in Toxapex to haze a Double Team Alakazam is just going to get your Toxapex killed. No Guard is perfect against evasion but Machamp and Mega Pidgeot are the only Pokemon with it that are even close to worth using, and even then there's still some evasion abusers they wouldn't be able to check.
You literally need an entire team built around countering evasion to counter it, and when doing so means you have to use such unconventional Pokemon as Machamp to do so, you're severely limiting your ability to win against any other team. This is not comparable AT ALL to using just one of your Pokemon's combined 24 moveslots to counter hazards.
