RBY players didn't allow GSC movesets because players waaaay back in 2000 didn't wanna use them because, well, who knows really? It certainly wasn't because of balance reasons. Maybe they thought something stupid like "why not just play GSC instead???" but regardless that's how it was and Smogon stuck to that because Smogon doesn't really tamper with the really old metas except in extreme cases. They haven't even banned GSC Snorlax and that mon is literally at 99% usage.
