Back in the day people people "justified" Arceus relative weakness with the idea that the 1000 arms were the Unown and plates, which plays into them collectively being strong as fuck reality warpers in the third movies and playing a role in the Dialga/Palkia/Giratina Egg segment in HGSS.
"Perfect Kyurem" has a fairly high implied strength and Zygarde Complete should be above Xerneas and Yveltal, who are both certified nukes that can kill and revive shit/grant immortality.
Solgaleo/Lunala/Nebby is a better Hoopa, that basically just serves as a power battery for Ultra Necrozma.
It is worth noting that XY only manifested Zygarde 50% even with the nuke fired, while Complete is manifestable in Alola even in the original SM where Necrozma is "Dormant", which can be interpreted as Necrozma being THAT much more of Disaster.
And that is not going into Victini who will literally "Assure Victory", but then again, Pyrrhic victories exist.
