I'm not sure how much time has passed since the events of Red and Blue's (or Green if you prefer) adventure, but it's possible that things have just changed all around the world since they were young and it's also possible that things were always different over in Unova.

I don't think every kid in the Pokemon world is someone constantly exposed to the most vicious of Pokemon. To the contrary, I think, more often than not, most children have a cursory interest in Pokemon and mostly conduct battles with their pets. I also don't think everyone who goes on a journey is as determined as Red and Blue (or Green if you prefer) were during the Kanto games.
I think Red and Blue being able to enjoy the kind of freedom they are is due in part to the time period of their world. I feel like early Pokemon has community values more in line with the 50s~60s, especially given the fact it was influenced by Satoshi Tajiri's childhood.
As urban areas of Japan spread and more land was paved over, habitats for hunting bugs were lost. I think the Pokemon World is similar in that, as it steadily develops, the regulations regarding Pokemon change accordingly.
