Rose isn't like that though. Before, and after unleashing Eternatus, he seems level headed and rational. His end goal is apparently to help the people of his region. He just apparently had a moment of poor judgement that we don't even get to see ourselves (It happens off screen, sometime between the day before the championship and him interrupting the match). Essentially in order to create conflict where they was no established reason for any, they had to make a reasonable guy do something unreasonable off screen. Something he regrets immediately and turns himself in over.

One thing that really harmed Rose and Oleana as villains is that unlike EVERY SINGLE other Pokemon game, you don't battle the real evil team at all until the very, very, VERY end of the game. Every other game has parts where you go into one of their lesser bases or stop an earlier plan. You don't get that in Sword and Shield.

Lysandre was the hardest Pokemon villain for me to sympathize with. He pretty much represents the Bourgeoisie, blaming less privileged people for all the problems in the world. Also his plan in both versions apparently ends with the rich staying rich and in power. Yet despite this they seem to try and make him way more sympathetic than most other villains with his backstory and connection to other characters.

He specifically wasn't though. The whole reason he kicks Bede out is because he was being impatient in collecting wishing stones, and harming Galar (In this case, a famous piece of Galar art) as a result.
Even the discussion he has with Leon at the top of Rose Tower doesn't give the impression that he lacks the self control to wait a little while longer, It just told he he had his own priorities.

Bede and Rose even had the same end goal in mind when they made those poor decisions, ending Galar's energy crisis. Bede even alludes to the 1000 years in that very scene.
They pretty much set up the idea that Rose is willing to put his plans aside if going forward to them will endanger the region. Then he goes an endangers the region due to impatience.

I've never understood this complaint. What the fuck is a grunt supposed to do after they've lost all of their Pokémon. If they tried anything, the MC's Pokémon would just attack.

Also, the difference between Rose and other villains isn't their motivations, but actions. Older villains' motivations are batshit insane, yes, but I am able to accept a villain wanting something that seems absurd. The thing about older villains is that they had no other choice but to go to extreme measures to get what they wanted; there was no easier option. Rose's actions do not make sense as he could have gotten what he wanted while also not having to go to prison just by waiting a fucking day

Its why the Team Rocket members never pull a gun or something on you. Beating them in battle causes an instant change of heart. The team leaders are specifically SO EVIL that it takes multiple defeats to get them to abandon their plans entirely, but even then a single defeat is enough to get them to drop their current mission.

Rose wanted Leon to become a responsible adult and use his talents for the good of Galar instead of focusing on the Pokemon League all the time. And that's exactly what happens, in the ending Leon declares it's time he takes responsibility for the future and in the post game he's inherited Macro Cosmos from Rose.
