Greninja and Blaziken were pretty popular. Also, quadrupedal starters like Meganium and Torterra tended to be the least popular of their trios. Cinderace’s design also reminds me of GF’s favorite boy Lucario and his electric clone, so they could be trying to replicate his popularity.

That's explicitly wrong considering Gen I.
No, the answer is there was some change during gen 4 that started leaning towards that more humanized design. Prior to this it would only be rare pokemon, like garde, or the hitmons, that would somewhat resemble humans.

Because since Gen IV starters have been geared more towards telling a sort of parallel story of growth alongside their trainers rather than being just limited mons and I kinda prefer it. It keeps them from feeling like background characters in comparison to the rest of the Gen.

Kanto gets heavily deepthroated, though. So it would be redundant to have two sets of starters that are simplistic animal + element designs. Having the Kanto trio in constant circulation lets designers go wild and come up with really out there starter designs.

It's to appeal as many tastes as possible. Furfag jokes aside there's a lot of kids who like furry humanoids; Sonic is the most recognizable cartoon character ever after all. So fully-evolved starters exist for them. But then you have kids who prefer their monsters to look more animalistic, which is why the starters start out as looking like animals and why Ash keeps going through the anime leaving some of his starters unevolved. Rowlet (as in just the mon itself, not the line) was voted #1 for Alola mons.
