Bede was established from the get go as the game's Psychic specialist, and characters rarely if ever changed their type specialty mid-game, so it got players believing that Bede would be a rival with Psychic types throughout. Then the plot twist happens where Bede becomes a Fairy specialist in your last ore-credits battle with him, with the twist being that the two new Psychic types he had with him evolved and gained the Fairy typing, allowing Bede to use them for his gym matches.
Both Galarian Ponyta and Hatenna's first two stages were used by Bede before the subversion happens, so they were pure Psychic type. Making any of those into a Fairy type would have ruined the plot twist, especially since Bede used a mono-Psychic team before this.
Also, we had plenty of three stage Pokemon families that start out as single typed and only gain a secondary typing in its last stage. So Hatterene being Fairy in its last stage isn't that surprising. We did have a starter last gen with the exact same thing.
