It has always been breedable with Ditto. The main thing that made people question its stats was the fact that Legendary battle music played when you encountered it in DPPt.

I do think we need to be very clear about what it means to be a legendary. If we use two different definitions, we'll never be able to agree. What makes a Pokemon legendary, to you?

Is having good stats a requirement? Where do you set the bar for good stats? Also, by that definition, Rotom was a legendary in D/P because he couldn't breed.

Legendary: is sure to be a single entity. Plays a role for the world to work or was given a role from a legendary (aka the dogs of Ho-Oh

Mythical: mostly a single entity exception authorized. Can only be caught once in the games, have no gender (can be exception but no reproduction aka heatran), can have some legends attached to it

Rotom can breed and isn’t listed as legendary or mythical internally
Manaphy (the only breedable legendary/mythical) can only breed inferior copies, rotom breeds normally with ditto
Guides get shit wrong constantly, look at that one official guide where oak tells you to use the Master Ball on Fearow and Tentacruel

Yes, Poipole is a legend. All of the Ultra Beasts are in the same category as the trios and whatnot. Over 1 in 4 Pokémon in Alola was a legendary Pokémon and it was shit for it.

I believe that Rotom was planned to be a legendary at some point, but it got scrapped. I have no sources to back this up, but things do kinda point to that.

The difference is that the gimmick was locked but the pokemon wasn’t.

I remember arguing about this with a friend of mine because we didn’t like to battle each other using legendaries but I liked to use Rotom. It just never felt like a legendary to me even at the time, but I could see why someone would think what he did with things like the battle music and that guide if he had it.

TPCi wasn't always on the same page as the Japanese branch prior to Gen 5.

Japan always distinguished between Legendary and Mythical, but TPCi lumped them all together as Legendary before Gen 5.

This. It wasn’t even TPCi yet back then, it was Pokémon USA. There was also Pokémon UK and a few others, and they did a shit job at standardizing material both with each other and with the Japanese TPC. This was the Dark Age of Pokémon, 2004-2010, when both sales and brand awareness were at their lowest. Literally no one gave a shit.

Static Encounter? Plenty of non-legendaries have static encounters.
Stats? Those aren't a telling factor either.
Breeding? There are legendaries that can breed and non-legendaries that can't.

You can breed Manaphy, but it'll make Phione, not another Manaphy. Breeding Rotom with Ditto results in another Rotom.
