Because it's one with best moves and everyone like the fast starter. Also it's pretty cute and its final evo isn't as unpredictable as Sobble's final evo so it got a pass for being humanoid starter.
Inteleon is too weird and look like it appeals to japanese women/incels only, Rillaboom is alright but a slow grass starter always have its disadvantages.
