It having Serene Grace, or 'Heavenly Blessing' in Japanese also reinforces this and happens to let it be the skilled bird of flinches we all know and love. Back when voice chat was enabled through wifi in gen 4, hearing your opponent seethe and scream over the mic from flinch after flinch was a form of art. Funnily enough, despite having no hands, Togekiss can learn the elemental punches, out of necessity since Togetic could learn them in gen 3.
