Quick question, does it restore the ice cub ONLY WHEN Hail is summoned or EVERY TURN if it's hailing?

It only regenerates when hail is summoned, not every turn hail is up. But it's a good user of Dynamax since you can swap weather easily.
So something like the following is possible
>Belly Drum on the free turn you take a hit
>Dynamax Max Hailstorm, get cube back
>Max Water move, summon rain, take hit
>Max hailstorm, get cube back

Regenerates once per new hail weather. It does NOT regenerate every turn with hail. It's a weather-conditional Mimikyu.

My question is if you switch out and then switch back in during the same storm, will it bring the ice form back?

It only regenerates on the EXACT TURN that hail STARTS. So when a Pokemon uses Hail, the Ice-type Max Move, or when a Pokemon with Snow Warning enters the battlefield (or has its ability activated such as if a Weezing with Neutralizing Gas is KO'd or switches out). Likely done with Dynamax in mind.

What's your team so far? Anyway, as far as physical Ice types go, I'd say Darmanitan is better and it can also go the Belly Drum route.

I'm still planning it but right now it's snow warning vanilluxe, frosmoth, mamoswine, G-darm, and froslass. I planned on using gorilla tactics for darm instead of belly drum/zen mode just because that style of play appeals to me a bit more.
