The dexcut is money grubbing bullshit and Creatures has retextured and tweaked models and animations for every Pokemon, and any one who defends the dexcut deserves to get stomped in nuts.

There are ways to future proof things. If most of the work is already done then including all the pokemon will ALWAYS be feasible.

Every pokemon should be in the game if they're recycling 3DS models.
"There is too many pokemon!" is subjective. "Is the game technically capable of having every pokemon?" is objective.
