They were ton of those fuckers who evolved into the pokemon we know today and with only one who never changed.
Human are the only ones who abandonned their superpowers in favor of technology.
So it's would make sense that pokeballs capture whatever got superpowers but not humans who got no way to spit a hyper beam
Or if we count only anime,pokemon who doesn't want to be caught will always break from their pokeballs
