Every game ends when the credits roll. It's the ending goal, something that tells you "Congratulations, you won. Thank you for playing" Everything after the credits is considered post-game.
But on the other hand, there is also a difference between a post-credits epilogue and a true post-game. That's when there's two instances of credits rolling. Which is the case of GS: when you become Champion, and when you beat Red.
It's up to you to decide if the epilogue is still part of the main story or not. If you think of "not post-game" as "everything that was meant to be achievable by every player", yes, Kanto is not a post-game.
You can say you've beaten the game without completing the Pokédex or the Battle Frontier, but you definitely did not end GSC or HGSS if you didn't beat Red.
