I've thought about this topic before, and in terms at how good they are at battling/reputation, this is how it goes for me.
1. Red (If you consider him a champ): Is known as a living legend, becoming the second-youngest champion known ever, first being Blue.
Also, lore-wise, he has the highest leveled Pokémon.
2. N. Bodied Alder and has a Legendary.
3. Blue. The youngest champion and known as a legend as well.
4. Cynthia. Her team is well balanced and she gave a lot of nightmares to a lot of people
5. Iris: Another young champion, and kinda a dragon master as well. She has a lot of potential imo.
