Hard disagree. Honestly it's hard to find a peak in the series without wearing nostalgia goggles. The series has kinda been mediocre from the start and always was boosted by the marketability of the characters (aka pokemon).

Pokémon peaked in Hoenn. Hoenn has the most content and features and the best most balanced array of Pokémon. It had the best exploration, best evil teams, best berry mini game, best contests. It had the Battle Frontier. It had so much content.

It absolutely was. Gen 5 was the height of their craft, the point at which their ambition matched their talent. BW and B2W2 are the best possible versions of pokémon, in terms of gameplay, story, presentation, even music and graphics.
They know they'll never do that again, too, which is why gen 6/7/8 have so many bizarre gimmicks and try to remove features whenever they can. Game Freak knows they can't make a game better than B2W2, so they try to make something different enough that it can't be compared. Gen 7 came closest to accomplishing that, but it's still clearly not their best work.

Gen V is peak in terms of gameplay, but the worst in terms of mon designs

Mons: Gen I > Gen 3 > Gen 7 > Gen 6 > Gen 4 > Gen 2 > Gen 8 > Gen 5

Meh there are a lot of fun bug types to use, if not competitively then at least in-game. Pinsir, heracross, scyther, scizor, shuckle, masquerain, shedinja, armaldo, vespiquen, scolipede, escavalier, accelgor, volcarona, crustle, vikavolt, golisopod, araquanid, ribombee, frosmoth, orbeetle, and centiskorch are all great to fuck around with. I'm sure I'm forgetting a couple too.

I'd say it peaked at 4th gen, then went down at Black and White, then back up with Black and White 2, then took a nose dive.
Black and White has a few problems, though not as bad as the newer games.

Eh almost. Peaked with HGSS, slight decline with BW, almost returned to peak in B2W2, then declined quite a bit with XY and then steeper with every release after. Honestly SwSh is the first time there’s been an increase since B2W2, but it’s still only about as high as XY
