In gen 3, they could've cut all of the Pokemon suited to living in the cold because it's a tropical region.
In gen 4, they could've cut all of the Pokemon suited to living in the tropics because it's a cold region.
In gen 5, it's a new country so they could've removed the Japanese mons.
In gen 6, they could've justified it by saying that modeling is harder than spritework.
They could've done it in the future, when the gen 6 models start to show their age and say that it's just not realistic to remodel over 100 Pokemon.
For gen 7 or the next couple of gens, there wouldn't really be an excuse, but they'd at least be less disappointing because they wouldn't be as long-awaited as the first main series non-remake console game.
This was quite possibly the worst gen to cut the dex, so of course this was the gen when they chose to do it.
