I think Reuniclus works for very similar reasons as Bulbasaur. It's cute and you want to befriend it but it's also an ambiguous monster that makes it feel like something unique and exciting

Everyone despises this thing but it's one of my favorite designs in the series. It's the perfect execution of cutesy becoming monstrous with ambiguous design elements that don't immediately tell you what it's supposed to be but has a lot of different elements coming together in a really creative way if you're looking for it. Fire Horse, big scary dragons and Shocky Mouse are cool and all but badass and cute are easy goals to hit. It's why every cute Pokemon has landed and sold gangbusters it's why every badass pseudo and shit like Lucario and Charizard end up fan favorites. But Pokémon is at its best when it gives me a beautiful monstrocity.

That's why it works so well. It's a muppet, it's a plague doctor, it's a can can dancer, it's a make-up poof. Gimmick-Mon that just try to be one thing are often a little too on the nose. It's why I think Intelleon actually works better than Cinderace and Rillaboom. We get it. It plays soccer. But when you slap disparate elements together and manage to weave a narrative that makes them all work together that's amore.
