It felt like if fossils were complete pokemon, Sand Rush would be ability of Draco part just like how Vish part got water absorb. Made more sense that it would get this instead of swift swim.

yes but rain buffs his fish rend more and he would still get the speed boost with swift swim

also he can set his own weather via dynamax and its easier to set up rain than sand
