How were we as players "led" there. Was there anything referencing the Power Plant?

I know Articuno was hinted by one of the binoculars and Moltres is on plain sight (I love that trainer that's close to him just hanging out lmao), but did we ever have hints on Zapdos?

I feel like this was the reason for most of my discoveries in gen 1. To be fair, Sinnoh did some interesting stuff with new routes opening up post game

Some NPC on one of the routes to the right of Fushia city mention the trio by name, but aside from that there wasn't much mentioning it. It was a question on if you were curious enough to go surfing the map when you got the ability.

You can see that the water goes on below the explorable area, and when you get Surf, any area with water is recontextualized as an area you can explore.
It's the same concept as Metroid leaving Morph Ball tunnels all over the place early on. Gain ability, recall places you might be able to use it.

Got Ray similarly, surfed with my azumarill cause why not he's gonna die anyways. Didn't die in one hit but wasn't going to get in another attack so i just threw a ball.
