His speed stat makes him unusable and there are dozens better grass types in the game. Not to mention he's 4x weak to ice which means water types with coverage will wreck him before he can get a move off. To clarify, I'm talking about just using him in the story, I don't play competitively at all.

I think he's a neat starter but the games love giving him special moves despite him being a physical attacker, but it does that for a lot of Pokemon really.

I'm using a Lopunny to pass agility to Torterra in my current diamond play through, just to force myself to try something new. It's a pain and I'd much rather use Roserade. Even Cherrim has better speed and special for a grass type

It's not just speed, he's overall terrible and outclassed by grass and ground types you can easily obtain early in dppt

I'm honestly quite surprised by this, as I found Torterra to be one of the best Grass starters in game and probably an easier pick than Empoleon too.

All of its forms are bulky and hit hard relative to the point in the game at which you have them. It learns STAB Earthquake naturally, gets decent Grass STAB, and Crunch is decent coverage. Curse and Leech Seed make it near-unkillable, unless an Ice type or Zubat line comes in. At that point, you have five other Pokemon. Switch.
