Ghetsis hid his plans throughout a majority of the story in BW, manipulating people to release their Pokemon in order to make it easier to take over the Unova region. He manipulated N to be the poster boy of his campaign, deluding him into thinking he was a hero by isolating him and feeding him lies his entire life, turning a child into his pawn. It's only near the end where Ghetsis forgoes any subtlety and begins acting like the crazed lunatic most people know him as, cause he knows a majority of his plans have fallen through and the only way to win now is by going all out. Before that though he's just a conniving, manipulative, weirdo that wants control.

retard cartoon villain is in BW2, but he acts the way he acts in that game cause he straight up went insane after losing to Hilbert, and even so some of his old scheming ways come through near the end when he's able to bait N into bringing back Zekrom/Reshiram by trying to fucking murder you.
Lysandre is just some random faggot that wants to commit genocide, actively talks about wanting to commit genocide throughout the game with zero attempted twist or subtlety to it, and every single character in the game is oblivious to it cause they all wanna fuck him and think he's cool (looking at you, Sycamore.)
