They gave FI to some fighting types for psychic coverage.

I think it's a matter of expectation vs. reality. First impression was supposed to synergize with emergency exit to give pod a unique niche but reality was it was too limiting, meanwhile fishious rend wasn't expected to go first in most situations and thus be too gimmicky to use but they didn't think of choice scarf or if they did figured water absorb and storm drain would render it too inconsistent as well

Because its ability isn't designed to be bad.
Slaking, Regigigas, and Archeops all have great stats but objectively terrible abilities to balance it out.
Golisopod wasn't intended to be like those guys, so GF just gave it normal stats and what they thought wouldn't be a crippling ability, plus a move that synergized a bit with said ability.

I have this guy on my main team in Shield and, aside from EE, he’s pretty damn solid. This is his current build, but I’m thinking of swapping Struggle Bug for that Bug attack that saps health:
