The gap between the two Darms is mostly recoil damage, and as a nice bonus, a little more oomph on Earthquake. The Earthquake damage mostly only matters for Pex, but Flare Blitz recoil would probably make normal Darm worse than GDarm even with Tactics. Putting yourself in kill range for priority or from weak attacks from walls after recoil from a single Flare Blitz hurts viability a lot. If it didn't have that recoil issue, it'd be great.
I guess you could run Fire Punch, but you'd just be a strictly worse version of GDarm. You're still rocks weak, you hit less hard than GDarm, and have worse offensive typing.
