Porygon was created to explore the depths of space, and the molecules of its physical body couldn't be any tighter together unless they were made of plasma or the core of a neutron star, and we know it to be made of a mineral alloy of some sort judging by its egg group.
Despite this, the material is incredibly brittle, and buckles from a good punch from a Fighting-Type, so no wonder the Porygon project stalled.
