Not every pokemon can be viable. Some pokemon are just there to be cute. It's sad honestly I love that little spike ball but some pokemon are shit.
Might be better in doubles, might be better in other things.
If every pokemon had the same stats people would complain about shit abilities.

I would say a filler is a Pokemon that is largely identical to others, inferior to them, and has nothing to make them unique.
