dewgong is now the mascot of pokemon
since it's water type can easily fuck charizard and shill won't care about it anymore
dewgong will have all of the charizard's alternate forms, plus a special item similiar to light ball that works on all it's evolution line
since dewgong is more a feminine design, a split evo similiar to gardevoir-gallade will be implemented
since dewgong is a shitmon, only weaker pokemon will be introduced and the meta will either be extremely balanced or will revolve only around dewgong
this or the franchise quickly dies

Any mascot that wasn't Pikachu wouldn't have worked nearly as well. Pikachu is the pinnacle mascot that can appeal to both boys and girls, and I don't think there is a single Pokémon that can do it better

Electrode, cause it looks like a pokeball. The franchise is perhaps slightly more niche but the “pokeball” brand is more iconic than ever, and pokeballs in general are a bigger part of the franchise. Electrode probably also gets forms that let it look like other pokeballs or something. Objectmons are less hated if at all because one is a mascot of the series.

Poliwhirl's (and by extension Poliwag's) problem is that its evolution line was way too similar. Poliwhirl and Poliwrath look near identical, which would make marketing for them extremely difficult

I'm shocked Clefairy was even on the table. Regardless of what you think of the design, The pink coloring combined with fairy appearance and name would've definitely alienated Pokémon's target demographic of young boys

Yellow changed them to look less like animals and more like their anime designs, but nothing substantial to their core designs was changed. You would have to make Poliwrath look like a completely different mon to change him from looking like a more buff Poliwhirl

Instead of personal preference (porygon) let's look at realistic, based on the idea that it would have to be viable as a partner to Ash in the anime, appealing to kids but not divisive between girls and boys, immediately recognizable as a monster and an animal, not just an animal, less gimmicky, easily drawn (by kids), cute but powerful, and probably not an evolution since Ash would have to start with it somehow. The list is probably something like:

Pikachu
Vulpix
Meowth
Sandshrew
Growlithe
Ponyta
Slowpoke
Horsea
Eevee
Dratini

Out of these I think dratini would have been fun because of the pseudo story it could have had throughout the series. But let's be honest, the best answer is Jynx so the blackface would offend all parents and never put us on this awful path.
