Always max health, max attack if you're doing a physical set. (if you're planning on using it for level 100s, do 248 HP evs so you have an odd number, 252 is fine for level 50 tho. Odd numbers are best for any pokemon due to % based mechanics like stealth rocks and substitute)

Side note: I like to run 8 Speed EVs just to speed creep clefable rather than speed tie it. Most of them don't invest in speed, or the ones that do outspeed regardless.
