Because beta johto was actually whole Japan, meaning if they wanted to do a gen 3 it would be in another place already.

You mean routes 40 & 41 ? In what fucking timeline can we even consider those 'long' ? Even Sinnoh's and Kanto's were longer.
Plus I think the north-western water route above the two towns would be just as long if not longer than routes 40 and 41.
