The only way to get a Flame/Toxic Orb is to grind the E4/Tournament. The first time Ball Guy gives you a Wishing Piece. After that you get a random chance to get some PokéBalls, or a rare item like a Life Orb, Flame Orb, etc.

This is the only way to get a Flame/Toxic Orb.
