He also at least has the balls to say he doesn't like Team Rocket, and actively interfere with them granted, we only see him tell them to stop bothering people when he thinks YOU'RE a Grunt due to seeing you from the back, but he says he dislikes them beforehand, and he's constantly showing up when they're around, so we can extrapolate he interferes with their progress from time to time.
As opposed to Blue doing nothing, it's a big step up.
Also, Blue is constantly confrontational. He's never physical with you, but he tells you he won't let his sister give you a town map, and is constantly shitting on you for no good reason.
