Sort of. I think Eternatus is a bit too geometrical and 'alien'. Even the Ultra Beasts had some personality.

Pokemon designs have never been homogeneous I've been playing since Gen 1 and have no idea where this idea of "this isn't a pokemon" comes from other than personal tastes.

It's specifically designed to not look like a Pokémon. It's supposed to be alien and off-putting. The sharp angles suggest something artificial and inorganic, but the overall body is shaped like a skeleton. The red glow makes it feel unearthly, like it doesn't belong in this world.
If you think it looks like a Pokémon, the artist completely failed at their job.
