Ice is an amazing offensive type. If you can't think of a way to make a good ice type pokemon I doubt you know how to play the game at all.

Stats are fine, they don't even matter for quiver dancers, they need 2 boost to sweep anyway and 2 boost is enough for its speed.

Needs roost and psychic. I want to say give it compound eyes for more accurate blizzards and hurricanes.. ice scales is nice but I never had issues with special attacks using volcarona anyway.
