I could list the Swords of Justice, or the Legendary Beasts, or the Regis or the Legendary Birds or any of the other Legendary groups and it wouldn't really matter. Half of those are related and half aren't, they're just a batch of Pokemon with a connecting story thread clearly made for that one game. Ultra Beasts aren't any different, they could easily make a Grascuatro or the Iron Tower's Bigsybee or Regigigas. There's nothing inherently special about the Ultra Beasts "potentially" having more designs if they wanted.
