It's not just that. They can have actually good moves but just never use them. Like >>41929470 mentioned, Solrock has Psychic which it will never use and Maractus has Sucker Punch and Giga Drain but only ever uses Solar Beam. It makes me legitimately wonder if the AI is actually bugged and GF was just too incompetent to fix it

Its not even the AI. If you put in perserker with four usable moves then the AI wouldn't have a choice but to use a viable move like iron head, crunch, play rough, thrash etc.

Torkoal has base 140 defense so unless its something like Earth Power, it really shouldn't be getting OHKO'd by any physical ground move.
