He's actually the first gym leader you have access to in the game so the designers chose to give him low level Pokemon. If they gave him a stronger team it would be too difficult to defeat so early in the game.

I mean, generally the first leader has some "rare" pokemon for the time we battle him ( onyx for rock, nosepass for roxanne, ect). Nigga just catch two pidgey on Road 2, not even a noctowl and call it a day

Morty's being a de-facto Poison gym is great because it means I can just run over to the route north of Mahogany, grab a Girafarig, and sweep his whole gym with zero effort.

I've always thought the idea of gym leaders having multiple teams suited for dealing with challengers of varying levels was a good one.
The player character is a nobody without a badge to his name so Falkner uses a shitty team to match.

If the player feels it's too hard they can always trade a Belsprout for Rocky with that NPC

It's the first gym. Origins actually solves this issue when Brock asks Red how many badges he has. When Red says 0, he says ok and take only two pokeballs from the many he has.

This must be the same case.

This is almost completely canon at this point due to Cheren of black and white. In the original at the end of the game he had a fully evolved team but when he becomes the first Gym Leader he uses a patrat and a lillipup, its obvious he is limiting himself, Falkner is probably the same.

I thought the reason Falkner sucks initially is because he inherited the gym from his father. That does raise an interesting question though, as to how someone becomes a gym leader.

He's sandbagging because you don't have any badges.
You can rematch him in the fighting dojo in HGSS and battle him in BW2. Both times, he has much better Pokemon.

They were rare, newly discovered Pokemon. That was the angle they were going for. Hence Elm's surprise at a Pokemon egg. It went from "But... Is it a Pokémon Egg? If it is, it is a great discovery!" in GSC to "This Egg may be something I've never seen...still it's just an Egg." in HGSS. Pokemon were still mysterious back then. They weren't all over the place. That's why few gym leaders had the new ones, and how Karen got her place in the Elite Four.

Blue was chosen by the council that regulates the League. Giovanni legit vanished so they had to step in. He was chosen because of a) nepotism (grandson of regional Pokémon authority) and b) skill in battle (defeated the region’s Elite Four). It’s pretty simple. I imagine they invoked a meeting, discussed prospects, and voted on it.

Hard to answer that. He didn’t face a Champion battle, but the Indigo League was clearly well-established at that point so there should have been a Champion already. In R/B they didn’t know wtf they were doing yet.

In pokemon origins and multiple games reference that gym leaders intentionally use their weaker mons and scale themselves to their challengers level because their job isn't to win but to challenge trainers. But like many others said, his ace shoukdve been the crow or noctowl.

To this day, I still dont know why his TM is mudslap of all things.

There wasn't a champion to face, so either nobody was able to beat the E4 before Blue and Red, or the previous champ vacated the spot. Either way, makes sense that Blue would be asked to become a gym leader since he was an elite trainer, but seeing as he was a former champion, it would make more sense for him to take a spot in the Elite 4.

Hoothoot/Murkrow is appropriate. Spearow/Murkrow probably would've been tougher, since you fight an assload of Hoothoots anyway at the Bellsprout tower and elsewhere.

Make it murkrow+noctowl. Hoothoot evolves at lv20 but they can make it a level 13 noctowl just like they had an pidgy evolve early at 13
