Are we talking about the game or anime canon here?
In the games, with a few exceptions, Pokemon are just animals with superpowers.
In the anime, they can clearly communicate complex ideas to each other by just saying their names over and over again. Meowth can even translate these ideas over to humans.

The idea of not being able to understand animals is that every animal has differently wired brains.
Lions and birds don't socialize the same way that humans do, so even if we could communicate, we'd never achieve full understanding because their priorities would be so alien from ours.
Human society and talking lion society would need to be separate because there's no way one could integrate into the other.

In my opinion there are four types of pokemon:
The ones that are just animals with superpowers
The ones that have somewat intelligent and are capables of undestanding, in a surface level, some abstact ideas
The ones that are intelligent but their intelligence is so alien to humans that are imposible to undestand
The ones that are intelligent and their intelligence is similar enought to be integrated into human society
