Grassy surge will be great but I don't like it on a starter. It'd be like if a non mega fire starter got drought or a water starter got drizzle.

I'd be fine with a weather trio of starters, but you're right, giving it to only one feels off. The again we got grassy surge and reskinned protean on 2 starters this gen so only water got fucked.
