These have literally no reason to be legends. If zeraora had like 475 BST and a prevo, and meltan was found regularly near urban areas, no one would ever bat an eye and say "Woah, they look like legendary pokemon!"

Not all of them. Darkai is supposed to mixed with the Cresselia lore with how both affect dreams. Victini is supposed to mixed with how Unova was obsessed with fighting to win for the truth and ideal and because of that someone hid it to stop a genocide, knowing how powerful it was. Keldeo was to show how human action affect pokemon and supposed to be a reminder of the war with Meloetta doing same on how she forgot her song because of the war. Genesect is meant to show more of the pokemon caring freak that N is. Diancie is to show how some Carbink are special. Some mythical are meant to be part of lore for some of the region, while others make no sense. What the fuck is Hoopa doing is Kalos, it belong in Sinnoh.

I think the evolution can take alway a uniqueness of a legendary. Solgaleo/Lunala aren't unique embodiments of the sun/moon , they are only strong pokemons with a sun/moon theme

Not really (also Type: Null and Silvally are consider legendary), because even though they can evolve, they are not from the earth and they have power that no other pokemon have, like other legendary. They are rare, even where they are from the same world (if they even have one) and breed rarely, where they need other pokemon just to make an infant. They are legendary because of that power and rarity.
